This document sets out the approach that the Office of Evaluation and Oversight (OVE) will follow to assess the Inter-American Development (IDB) Groups support to productive development. It explains the objectives, scope, guiding questions, and methodology for the evaluation.

Productive development is the focus of the evaluation. Productive development refers to policies and programs designed to transform the structure of economic activity to achieve public objectives, typically by stimulating innovation, productivity, and economic growth. In the evaluation, productive development policies and programs will include those that aim to improve directly economy-wide and sector-specific productivity.

The Approach paper will be structured as follows. Following this introduction, Section II situates the evaluation within the IDB institutional context. Section III presents economy-wide and sector-specific drivers of productive development across the firms' life cycle. Section IV outlines the evaluation's objectives, scope, and guiding questions. Section V describes the evaluation methodology. Finally, Section VI presents the evaluation team and timeline. Annexes include supporting materials such as charts, tables, and figures supporting the document.
