dc.description.abstractThis issue of the Microenterprise Development Review examines the creation of national apex funds to finance microfinance. An IDB study of second-tier financing programs for microfinance sheds light on the promise and pitfalls of this approach. It also examines the importance of business development services (BDS) for improving the productivity of smaller businesses and details a recent IDB study, "Lessons Learned from BDS Programs for Small Enterprises in Latin America, 1995-2002."
