Building Better Skills Systems for Productivity and Growth

To sustain growth, Latin America and the Caribbean will need to increase productivity through the more intelligent use of its workforce. Countries need efficient and effective education and training systems that produce the skills that employers need and that lead to better and more transparent learning-labor paths across individuals’ lifetimes. This document first presents a brief review of several of the most highly regarded education and training systems across the world and identifies the key elements of successful system. Second, it presents a framework and methodology to help countries in LAC diagnose their own challenges against a set of benchmarks, gauge their own progress, determine the most pressing gaps and build a roadmap to strengthen their own systems.
