The main purpose of this guide is to provide audit teams and government road infrastructure agencies in Latin America and the Caribbean with guidelines for the application and better understanding of the concepts of Road Safety Audits - RSA. A RSA is a formal examination of a future road or road traffic project, in which an independent and qualified team reports on road safety performance, the potential risk of traffic crashes, and identifies opportunities for improvement for the protection of all road users. With prior knowledge of the performance of an ASV, the tendency is for projects to result in better designs on successive projects. This guide has been developed based on extensive international experience and advances made in Latin America. It contains detailed information on the basic principles, the application process, profiles and obligations of those responsible for the RSA.
