Ecuador has a relatively small number of dynamic ventures compared to the size of its economy, and a limited capacity to transform new businesses into startups capable of growing, innovating, and attracting investment. This study examines the factors behind this situation and identifies the main constraints hindering ecosystem development, including the low density of investment-ready ventures, the limited depth of the venture capital market, talent development gaps, and regulatory shortcomings that constrain business scaling. Drawing on both national and international evidence, the publication proposes a public policy agenda aimed at strengthening dynamic entrepreneurship, mobilizing private capital, and increasing the creation of high-growth companies in Ecuador.
