A Port Community System (PCS) is a digital platform which facilitates information exchange and collaboration among all stakeholders within a port ecosystem. In this Technical Note, the authors provide insights into the key considerations and strategies necessary to successfully deploy a PCS, including institutional, technological, operational, and legislative aspects. In addition, the Note provides three critical tools for implementation: first, an Excel-based readiness assessment, which enables an evaluation of preparedness; second, a methodology for identifying the qualitative and calculating the quantitative benefits of a well-implemented PCS; and third, an advocacy plan, to gain buy-in from all stakeholders and foster a successful transition.
