Paperless Labor: A Story of Digital Transformation at Paraguay's Ministry of Labor, Employment and Social Security

Digital transformations can change the structure of interactions between public institutions, civil society organizations, and other stakeholders. These transformations aim to enhance service quality, efficiency, and effectiveness by improving processes and implementing digital and nondigital channels to provide access to the benefits of digitalized services and information. The end goal is a truly digital ecosystem that substantially increases peoples wellbeing in society, while at the same time stimulating innovation and making information more available. This paper describes the experience of Paraguay's Ministry of Labor, Employment and Social Security in improving its processes, services, and systems as part of a digital transformation guided by a modular enterprise architecture.
