dc.description.abstractIn a world in which 50 percent of the population is virtually excluded from the benefits of information and communication technology, bridging the digital gap has become an imperative for the international community, particularly for the industrialized countries. The objective of this study is to define the role of new communication technologies in shaping good governance and people-centered development in accordance with the principles contained in the United Nations Millennium Declaration. The extensive and diverse efforts to use information and communication technology to improve public administration and strengthen democracy being carried out by the countries of Latin America and the Caribbean are the primary catalyst for this book.
