This monograph systematizes the international evidence on public policy instruments that can encourage, regulate, limit, or condition private sector participation in the provision of childcare services for children aged 0 to 4. Based on a review of more than 220 documents, the analysis organizes the evidence into five dimensions: regulation; public financing and economic incentives; private participation in the delivery of public services; reduction of access barriers; and quality assurance. For each dimension, the study examines the underlying mechanisms, the documented effects on supply, demand, quality, equity, and sustainability, as well as the institutional conditions required for their effective implementation. The evidence shows that there is no single model of private sector participation: outcomes depend on specific design parameters, market structure, and state capacity. The monograph identifies the main implications of these findings for Latin America and the Caribbean and highlights the need to balance expanded access with quality, equity, and fiscal sustainability.
