dc.description.abstractThis report presents findings from a regional study on the infrastructure required to enable the development and use of artificial intelligence (AI) across Latin America and the Caribbean (LAC), with a focus on the public sector. Building on a multilayered conceptual framework, the analysis identifies five key infrastructure pillars--data generation, storage, processing, transport, and development environments--alongside enabling factors such as financing, cybersecurity, data governance, environmental sustainability, and human capital. Drawing from regional use cases in health, education, environmental management, security, public administration, and economy, the study illustrates how infrastructure readiness directly influences the potential and impact of AI-based public services. A differentiated roadmap outlines short-, medium-, and long-term recommendations tailored to island states, low-income countries, and middle-income countries. The report highlights infrastructure as a foundational enabler for inclusive and trustworthy AI ecosystems and calls for targeted investment and regional cooperation to close existing gaps and position LAC as a competitive actor in the global digital economy.
