| dc.description.abstract | Government transitions are critical processes in which state leadership is rapidly replaced without interrupting public services. In Latin America and the Caribbean, these transitions are often fragile due to the lack of clear rules, high turnover in public office, and low public trust. The document proposes strengthening these transitions through four objectives: ensuring institutional continuity, providing predictability, enabling the rapid implementation of the new administrations agenda, and promoting cooperation between teams. To achieve this, it defines six key processes and fourteen tools, including limits on decisions by the outgoing government, the orderly transfer of information and digital assets, transition committees, emergency preparedness, early organization of the incoming executive branch, the selection of priorities, and communication of the first 100 days plan. It also recommends treating the transition as a strategic project, coordinating it from the Center of Government, balancing formal rules with informal good practices, and communicating progress openly to strengthen democratic trust. |
