| dc.description.abstract | This Approach Paper outlines the objectives, scope, evaluation questions, methodology, and work plan for OVEs Extended Country Program Evaluation (XCPE) of the IDB Groups engagement with Chile during 2019-2025. The evaluation will review the relevance of the two Country Strategies (2019-2022 and 2022-2026) and assess the effectiveness, implementation, and sustainability of the Country Program, which comprises all the active operations during the period of analysis. The XCPE will address four core questions related to: (i) the relevance of the Strategies to address Chiles development needs and government priorities; (ii) the country programs support for the objectives outlined in the Strategies; (iii) the effectiveness of the IDB Groups contribution to the strategies objectives; and (iv) the sustainability of achieved results. To address the evaluation questions, OVE will use a mixed-methods approach, including a literature and portfolio review, strategic alignment analysis, structured interviews, field visits, and in-depth studies on sustainability and energy, and institutional quality. The findings will be used to inform the next Country Strategy with Chile. |
