dc.description.abstractThis report examines the Technical and Vocational Education and Training (TVET) system in Trinidad and Tobago, presenting an overview of its current status, challenges, and options for reform. Stakeholder consultations and international comparisons highlight persistent issues of fragmented governance, limited coordination, declining resources, limited engagement of employers, and the absence of a comprehensive labour market information system, which affect the systems ability to respond to demographic change, economic diversification, and digital transformation. The report recommends strengthening governance and the coordination between the Ministry of Tertiary Education and Skills Training and the National Training Agency, updating the legislative framework, ensuring sustainable financing, developing a unified system of labour market information, and extending the statutory participation age to 18 years or, at minimum, establishing a youth guarantee that secures training and education opportunities for all school leavers at 16. At the programme level, it calls for establishment of a unified apprenticeship system, the extension of vocational learning options across the school system, re-entry pathways for those who did not complete secondary education, and employer-based training.
