| dc.description.abstract | This case study describes the implementation of one of Argentinas most successful digital transformation projects. It analyzes three key factors behind the reforms success, commonly referred to as components of the “strategic triangle for strengthening state capacity”1. These three conditions must be met simultaneously. First, there must be a technically sound design that meets the specific needs of the users targeted by the reform. This technical soundness is complemented by adequate administrative capacity to execute the strategy, including adjustments to accountability relationships that enable users to take ownership of and implement the reform. Finally, the third dimension of the triangle involves building governance conditions that legitimizes and sustain the reform. This document summarizes how the implementation team executed the reform and distills practical lessons that can be adapted and applied in similar contexts. |
