This brief describes the evidence of phone-based tutoring interventions in randomized trials in Botswana, and replicated and tested in Kenya, Nepal, India, the Philippines and Uganda. The intervention tested, aimed at strengthening children's foundational numeracy skills and called ConnectEd, improved learning by an average of 0.30-0.35 standard deviations across all testing sites, showing that the effectiveness of phone-based tutorial can scale across contexts. The document describes the key features of phone-based tutoring programs that lead to effectiveness and also outlines a future research and scaling agenda.
