dc.description.abstractThe infrastructure sector in Latin America and the Caribbean urgently requires institutional, regulatory, and process changes. It also needs new instruments to meet the demand for infrastructure services in terms of quantity and quality, while at the same time promoting the provision of services at affordable prices. The countries of the region must rethink the incentives framework governing the sector, and pursue a set of reforms that give rise to a new regulatory architecture. How should it change? Where to start? What policy measures could increase and improve investment in infrastructure? What is the appropriate set of reforms, institutions, and instruments to increase the quantity and quality of infrastructure services? The answer is not simple: There are no silver bullets!
