dc.description.abstractThis paper presents a protocol to manage decentralized access and use of Permissioned Public Blockchain Networks using Ethereum technology as the underlying protocol. It proposes a solution to avoid DDOS and enforce accountability while eliminating transaction fees. The protocol has been tested and implemented in the LACChain Blockchain Networks.
