dc.description.abstractIn studies of climate change vulnerability, an important constraint relates to the uncertainty of climate projections that local governments require to estimate the risks and impacts that climate events have in different areas within the city. The lack of downscaled information makes it difficult to compare how individual communities, households and small businesses adapt to severe and extreme weather events. This creates challenges for local governments and other public and non-governmental organizations in implementing appropriate measures to increase resilience in poor urban areas. The report draws on the experience of implementing the ‘Asset Planning for Climate Change Adaptation (APCA) Project’ to show how ‘bottom-up’ community asset adaptation planning can help to address this gap, and, in so doing, be mainstreamed into ‘top-down city’ strategic and operational planning. The report outlines the conceptual and operational framework of the APCA approach, and the different phases through which residents from two urban poor Tegucigalpa neighborhoods together with representatives of the Municipality of Tegucigalpa, and other local partners in a process of co-production, identified, negotiated and agreed climate change adaptation solutions. Finally, it provides examples of piloted adaptation solutions to severe weather (drought and rain) that were legally and technically feasible, and financially and socially acceptable, in the two neighborhoods relating to water harvesting and used tire retention walls.
