| dc.description.abstract | During the past 11 years, the Dominican Republic has introduced dozens of new laws and regulations aimed at modernizing its national management systems. The new rules represent a step forward in the implementation of Managing for Development Results (MfDR) techniques that will improve the effectiveness of public spending in the country. The implementation of the new legal framework, however, is still in an early stage. This Technical Note analyzes the new legal framework, focusing on the relationship between its components, the inconsistencies or contradictions of the framework, and the status of its implementation. The results of the analysis show that the framework provides a great starting point for MfDR, but that further action is still needed. The Technical Note ends with a list of recommendations that, if followed, should help increase the effectiveness of public expenditure in the Dominican Republic. |
