dc.description.abstractIn recent years a number of studies have been devoted to the twin issues of economic development and of decentralization in Argentina. Many papers have tried to understand the complex system of intergovernmental relations. Most of them, however, have focussed on the role of provinces, and neglected the problems raised by municipalities. This paper tries to bridge this gap, and to suggest that stronger municipalities could contribute to produce stronger cities that would in turn foster economic development.
