This presentation discusses the promotion of SMEs through enterprise networks. Some of the benefits of clustering can be obtained through the promotion of networks of enterprises, often numbering between 10 and 20 firms. The role of the network broker is critical in establishing networks, but so too is the need to focus networks on practical and achievable goals. This presentation was prepared for the International Conference: "Building a modern and effective development services industry for small enterprises in Latin America and the Caribbean" held in Rio de Janeiro, Brazil on March 3rd-5th, 1999.
