This document constitutes a comprehensive evaluation of the "Youth Labor Training Program" (PROJOVEN) which was designed by the IDB in 1996 through a technical cooperation and later financed by the Peruvian government. This report presents the basic information about the original program: the context under it was developed, the basic design features (inputs, outputs, outcomes) and the underlying model. The report also analyses the ongoing program, PE0241. Particularly, the emphasis is put on the analysis of the main modifications that were introduced to the original design.
