dc.description.abstractThis document is part of a series of papers commissioned by the IDB for the first meeting of the Regional Policy Dialogue of Public Management and Transparency that will take place at the IDB headquarters in Washington on April 26 and 27, 2001. The purpose of this paper is the analysis of the changes produced in the Civil Service systems of a group of countries within the OECD. Its objective is to fulfill the request made to the author by the Inter-American Development Bank (IDB), within the framework of its "Regional Policy Dialogue".
