dc.description.abstractThis article has two objectives. The first one is to analyze the possible changes that should be carried out in MERCOSUR in order to enhance its functionality. These changes should involve circulation of goods as well as customs revenues and the way they are allocated. The second objective is to evaluate the impact that changes in these the rules would have on disparities among the countries, considering the economic asymmetries now present.
