dc.description.abstractThis work presents a case study of Rio de Janeiro's improvement of its urban trash and garbage services by bringing in private operators to collect the "extraordinary wastes" produced by the city¿s large generators, without relinquishing its authority to supervise and regulate critical aspects of that service.
