Maturity Assessment: Adaptive Social Protection System. Belize

This report assesses the capacity of Belize's social protection system to anticipate, withstand, and respond to shocks using the Inter-American Development Bank's Adaptive Social Protection Maturity Model. The analysis examines seven dimensions context, governance and financing, information systems, operational capacity, citizen services and access points, program coverage and adaptation, and data use for policy and planning and finds an overall maturity level of 50.3%. While Belize demonstrates strong institutional coordination for disaster response, robust operational capacity, and proven ability to expand programs during shocks, it continues to face challenges related to limited program coverage, fragmented information systems and weak interoperability, and the absence of a fully institutionalized legal and financial framework to support adaptive social protection. The report concludes with recommendations to strengthen the system by expanding program reach and digital inclusion, enhancing data integration and interoperability, improving regulatory frameworks and financing mechanisms, and more systematically incorporating risk and vulnerability data into social protection programming.
