Energy Reform and Local Content in Mexico: Effects on the Hydrocarbons Sector

This study results from a need to have more precise knowledge of the recently approved Energy Reform, and its secondary laws and regulations. It identifies opportunities that may arise for implementing policies and practices that affect the percentage of local content of acquisitions and contracting to be undertaken by the various entities and companies in the sector, as well as the real possibilities of stimulating development of productive corridors to ensure the emergence, growth and consolidation of industries, companies and businesses of various types which support the energy sector in Mexico, strengthen the economy and reduce social inequality and poverty. The study includes case studies of the Brazilian, Colombian, Trinidadian, and Indonesian experiences with local content in their hydrocarbon sectors and compares them to Mexico.
