This report (RE-263) evaluates the IDB's country program in Honduras during 1990-2000. The aim of the Honduras Country Program Evaluation is to serve as an input into the production of the new country paper by raising a number of considerations intended to be helpful to the Bank and the Borrower as they define the nature of their cooperation for the coming years. Accordingly, this report reviews the Bank's choices and programming retrospectively and assesses the characteristics and quality of program delivery and implementation. Prospectively, the report advances conclusions and recommendations to further strengthen the Bank's supporting role. The overall objective of CPEs is to assess the relevance, coherence, efficiency, and effectiveness of the Bank's assistance to a country. This includes examining the developmental impact of Bank assistance in terms of intermediate and final outcomes.
