Approach Paper. Technical Cooperations at the Inter-American Development Bank

This document defines the approach that the Office of Evaluation and Oversight (OVE) will adopt to evaluate technical cooperation (TC) operations in the Inter-American Development Bank (IDB). The evaluation, part of OVEs 2025-2026 work program (RE-600-3), will analyze the relevance and strategic deployment of TC operations and the adequacy of the operational framework that governs them. It focuses on non-reimbursable TC operations approved by the IDB, using a two-level approach: a portfolio-level analysis of 4,477 TC operations (2015-2024) and an operation-level analysis of a sample of 2,383 TC operations (2020-2024). The evaluation will also review processes, tools, and responsibilities for identification, design, approval, and financing. Its purpose is to generate evidence on technical cooperation use and provide recommendations to strengthen their strategic value in alignment with institutional objectives.
