Approach Paper. Evaluation of IDB Group Synergies

This approach paper outlines OVE's planned evaluation of synergies across the IDB Group, focusing on collaboration among the IDB, IDB Invest, and IDB Lab. It will examine the extent to which the IDB Group's strategic, operational, and organizational arrangements have strengthened synergies across windows to improve development impact. Specifically, it will examine the extent to which the Group's strategic and organizational arrangements have been coherently designed and implemented to support the identification and pursuit of synergies among windows. It will also analyze selected cases to assess how the IDB, IDB Invest, and IDB Lab have deployed operational synergies to achieve intended objectives and generate results, including unintended results.

Using a mixed-methods approach, it will combine case studies, portfolio analysis, document reviews, interviews, surveys, and an AI-assisted review of previous OVE evaluations.

The evaluation aims to generate evidence on the factors that enable or constrain synergies, the extent to which collaborative efforts contribute to operational results, and how institutional arrangements can better support cross-window collaboration and development impact.
