How Much Does Technology Impact the Management of Latin American Cities?

The paper reports a new performance ranking of 27 Latin American cities based on a composite indicator of 6 broad policy dimensions typical used to assess the quality of city management. All cities show management gaps on at least some dimensions. Porto Alegre (Brazil) is the top performer overall, even if it leads no individual dimension. A correlation of the results with the ICT characterization of each city suggests that ICT only interacts with a couple of dimensions at this stage, implying that, at in the current of technology in the region, ICT may not be efficient enough to impacting city management quality or city management is not ready to make the most of the possibilities offered by ICT.
