This report (RE-260) seeks to define what constitutes development among contemporary development finance institutions. The report looks at the historic evolution of the concept of development and at the instruments seen as most effective at promoting development, paying particular attention to definitions and concepts prevalent in the IDB. The report also looks at the empirical evidence regarding development results in the region associated with IDB interventions and examines the extent to which IDB interventions are designed to demonstrate results. The report concludes with suggestions for improving the design, monitoring, and evaluation of Bank interventions.
