Summary of Findings: Decentralization and Effective Citizen Participation: Six Cautionary Tales

This study (RE-250) reviews six case studies in Bolivia, Peru, Costa Rica, El Salvador, Guatemala, and Nicaragua to try and determine if citizen participation processes have attained or not the benefits and results that were expected. The case studies are not aimed at discussing which is the correct methodology to promote citizen participation, but rather they have been envisaged as "cautionary tales", for program designers to have a closer approach to current situations and a broader perspective on the topic.
