Country Program Evaluation: Barbados (1989-2004)

This Country Program Evaluation (RE-313) covers the period from 1989 to 2004. During this period there have been four country strategy papers. Country strategy papers are consensual documents that set out strategic goals agreed to by the country and the Bank. All four strategy documents consistently emphasize the same strategic areas for the Bank's involvement: reform and competitiveness, social sectors and environmental management. This report includes a description of the country context and developmental challenges, the a discussion on IDB's strategic engagement with Barbados and the program implementation, an evaluation of the effectiveness, impact and sustainability of the program, and a set of conclusions and recommendations.
