                                <dc:description>This case study is one of ten international studies developed by the Inter-American Development Bank (IDB), in association with the Korean Research Institute for Human Settlements (KRIHS), for the cities of Anyang, Medellin, Namyangju, Orlando, Pangyo, Rio de Janeiro, Santander, Singapore, Songdo, and Tel Aviv. At the IDB, the Competitiveness and Innovation Division (CTI), the Fiscal and Municipal Management Division (FMM), and the Emerging and Sustainable Cities Initiative (ESCI) coordinated the study. This project was part of technical cooperation ME-T1254, financed by the Knowledge Partnership Korean Fund for Technology and Innovation of the Republic of Korea. At KRIHS, the National Infrastructure Research Division coordinated the project and the Global Development Partnership Center provided the funding. The case study includes the experience of the city of Rio de Janeiro in smart city initiatives, focusing mainly on Rio Operations Center Project-COR. The methodology was based on field research, site visits, publications, and interviews held with representatives of local government of the City of Rio de Janeiro. The report addresses the city backdrop, the main urban challenges, the history of digital initiatives, and their evolution over time. For the Rio Operations Center, the general model of participation, organizational aspects, the keys functions, the monitored events, the mechanisms for access, dissemination of information, and the decision-making process are described, as well as the typologies of existing systems and their integration with COR. The study concludes that it is a successful model with a high degree of maturity, and that sharing the experience of Rio de Janeiro with other cities is very important. However, the model needs to continue evolving and rely on strong institutional support so that Rio de Janeiro&#039;s population can increasingly enjoy the benefits of technological innovations applied to the city&#039;s daily challenges.</dc:description>

                                <dc:description>Subnational governments in Latin America and the Caribbean are becoming increasingly important in the provision of public goods and services. In fact, their participation in the public expenditure increased from 13 to 25 percent between 1985 and 2015. This document presents the main lines of action that the IDB proposes for decentralization to generate the benefits attributed to it. These lines include: (i) defining the expenditure and service responsibilities of each level of government; (ii) guaranteeing the assignment of own sources of income for subnational governments to fulfill their obligations; (iii) closing the gap between expenditure and own income, and compensating less developed subnational governments; (iv) developing management capacities; and (v) creating mechanisms that facilitate transparency and accountability. In addition, it is proposed that decentralization be carried out in a framework of fiscal responsibility to promote fiscal sustainability among subnational governments. In summary, this document is a reference for any development professional interested in how decentralization is progressing in the region and where it is more suitable to invest limited resources to generate a greater impact.</dc:description>

The chapters of this book, penned by eminent authors with a long-standing record in the field, represent the current state of knowledge about trade and poverty and offer contrasting points of view about whether freer trade can reduce poverty in Latin America. One of the main lessons extracted from the book is that preexisting policies and socioeconomic conditions play a key role in determining how trade integration affects poverty. Because transmission channels are complex and highly contextualized, policymakers are urged to adopt complementary policies tailored to their countries&#039; circumstances in order to ensure an equitable distribution of the gains from trade.</dc:description>

                                <dc:description>Despite progress in communication technologies, lack of information still severely handicaps companies seeking to operate in international markets. Furthermore, the investments that these companies must make to gather the information required to trade with foreign markets may yield reduced returns and may consequently be low from a social point of view as third parties may derive benefits from this same information. Thus, lack of information may negatively affect trade, and thereby productivity and economic growth. For these reasons, firms carrying out export projects may require support to overcome information barriers. This is precisely the service that export promotion organizations provide. But, there is little evidence on how well these organizations perform this task. Export promotion is costly, and the resources used might be better employed elsewhere. In order to ascertain that these resources are, in fact, being well invested, it must be first determined whether the policy initiatives they finance have an impact on those variables that are supposed to affect, in this case, exports. Making this determination is the aim of this report. This study first makes a comprehensive analysis of export promotion organizations in some three dozens of countries and regions; and second, it provides robust evaluations, using state-of-the-art econometrics and original data sets purposely compiled, of the impacts that policies have had on export outcomes of countries and firms. Findings reported in this study suggest that trade promotion has been effective in facilitating export expansion, especially along the extensive margin. At the same time, the report points the need for further research to gain deeper insights into its relative merits.</dc:description>

The region can no longer rely solely on trade agreements, proximity, labor costs and an abundant supply of natural resources to give it a competitive advantage in international trade. The book finds that countries in Latin America and the Caribbean have transport costs that are generally higher than those of the developed world, largely because of deficiencies in infrastructure and weak competition in shipping services. It concludes that a broader and more balanced trade agenda would bring the long neglected issue of transport costs to the center of the policy debate.</dc:description>

                                <dc:description>The material within these pages shows that Barbados, a Caribbean country with just over a quarter of a million people, embodies many of the classic vulnerabilities of an island with a small open economy, yet aspires to developed-country status, and is already well advanced on the road to achieving the MDG targets. Viewed in this light, this book raises the question: Is Barbados the little island that can? The authors have approached that question mainly from the point of view of international competitiveness, one of the pillars, along with macroeconomic and financial stability, required for accelerated and sustained growth. Starting with a wide-ranging macroeconomic diagnosis, this monograph examines the strengths and competitiveness challenges facing Barbados from the points of view of the institutional and private sector constraints and environment for competitiveness, labour market conditions and trade policy framework and performance. It also narrows the focus to take a sectoral perspective, examining the leading tourism industry. To convey a sense of the public-policy complexities, the book also includes a brief analysis focusing on the agricultural sector.</dc:description>

                                <dc:description>The topics covered in the chapters of the report were presented and discussed in a conference organized by the IDB in Port of Spain on July 13th, 2004. After more than a decade of economic growth and despite encouraging prospects for the future, the Trinidad and Tobagp economy remains overly dependent on the oil and gas sector, the public sector lacks capacity, and pockets of poverty persist. How can the country promote sustainable and equitable development, and thus reduce poverty? The Government of Trinidad and Tobago, in consensus with major stakeholders, has confronted this question in its Vision 2020 - an ambitious program that calls for Trinidad and Tobago to achieve developed-country status by the year 2020. As the country sets out to meet this longer term goal, it must begin to tackle some pressing development challenges in the short to medium term, including economic diversifi cation through private sector development, modernization of the public sector and improved social services. In this context, we believe the timing of this report to be most opportune. To achieve sustainable growth and to benefit its citizens more equitably, the country must continue to grapple with major issues. This report sheds light on some of the most pressing ones.</dc:description>

Latin American countries are falling behind. The growth record of Latin America in the recent past has been poor. For decades the average income per capita in Latin America has fallen relative to those of other countries, raising concerns about the capacity of the region to emulate more successful developing countries and lift its living standards closer to those of the developed world.
