AB  - Latin America and the Caribbean (LAC) and the Gulf Cooperation Council (GCC) countries are connected by complementary economic strengths and growing opportunities for cooperation. Although trade, investment, and development finance flows remain limited relative to their potential, shared development priorities are creating a strong foundation for deeper engagement. This report examines economic relations between LAC and the GCC, focusing on trade and investment patterns, development cooperation, and the policy and institutional factors shaping closer ties. It identifies opportunities to expand economic exchange, strengthen connectivity and trade facilitation, and make more strategic use of development finance, including through innovative financial instruments.

The report explores how the regions can build on their respective strengths to deepen economic cooperation and advance shared development priorities. It highlights the role of multilateral institutions, particularly the IDB Group, in connecting partners, mobilizing resources, and mitigating risks. Stronger institutional frameworks, closer public-private collaboration, and more structured, long-term partnerships can help translate these opportunities into concrete initiatives that support sustainable and inclusive development.
