AB  - The objective of this evaluation is to analyze the relevance, effectiveness, and sustainability of the results of the Inter-American Development Bank (IDB) program in Citizen Security (CS). The IDB's work in CS is guided primarily by the 2012 conceptual framework and the Sector Framework documents (SFD) of 2014, 2017, and 2023. These documents prioritize five areas of intervention: (i) social and situational prevention, (ii) police professionalization, (iii) criminal justice, (iv) the penitentiary and rehabilitation system, and (v) governance.
This evaluation analyzes (a) the relevance of the IDB's CS interventions, that is, the alignment of operations with the needs and priorities of governments, and the IDB's strategic pillars for the sector, as well as the alignment of the design of operations with empirical evidence and the realities and context of the countries; (b) the effectiveness of operations, measured in terms of the achievement of the results expected in the projects by area of intervention; and (c) the sustainability of the results achieved.
