AB  - This approach paper defines the scope and objectives of, and tools for, the Costa Rica Country Program Evaluation (CPE) for the 2011-2014 period. This evaluation covers the 2011-2014 period, during which the debate over the country's growth model sharpened. This evaluation will be governed by OVE's current Protocol for Country Program Evaluation (document RE-348-3), pursuant to which the past program will be evaluated to determine the extent to which its goals were achieved and to draw lessons.
