A desk review of 32 clusters distributed across the Caribbean looks at natural resources (agriculture, agro-processing, forestry, aquaculture, and energy), manufacturing, and services (tourism, creative industries, and business services) industries. Three groups of clusters are identified: rising, innovative, and sluggish.
