abstract = {This technical note presents the conceptual framework, parameters, and cost estimation methodology underpinning the Digital Learning Cost Calculator, a tool developed by the Inter-American Development Bank (IDB) and MegaEdu to support evidence-based planning of digital education policies in Latin America and the Caribbean. The document addresses a critical gap in education systems: the lack of reliable data and structured approaches to estimate the full cost of digital transformation. The Calculator enables policymakers to model scenarios, test assumptions, and generate cost projections tailored to local contexts. It adopts a holistic approach based on five key dimensionsconnectivity, devices, teacher training, educational platforms, and governance recognizing that sustainable digital transformation requires coordinated investments across multiple components. By combining baseline data, quality benchmarks, and flexible inputs, the tool supports strategic planning, budgeting, and policy design.
