abstract = {This document defines the approach that the Office of Evaluation and Oversight (OVE) will use to evaluate the IDB Group's support to its client Small Island Developing States (SIDS) in Latin America and the Caribbean (LAC). The evaluation will cover seven countries - Barbados, The Bahamas, Belize, Guyana, Jamaica, Suriname, and Trinidad and Tobago (SIDS-7) - and will provide evidence on the relevance and effectiveness of the IDB Group's work in these countries over the 2016-2025 period. It will consider their distinct development needs and challenges, as well as the need to adapt the IDB Group's operational model to their specific contexts. While this evaluation primarily aims to distill lessons learned at the regional level, it will also provide country-specific insights where relevant. The evaluation will adopt a mixed-methods approach, combining a portfolio-wide analysis of IDB Group operations, in-depth reviews of a purposive sample of operations, and an assessment of the IDB Group's operational model in the SIDS-7 at the corporate level.},
