abstract = {This document presents the Inter-American Development Bank's State Effectiveness Framework, which outlines the institutional capabilities required for governments in Latin America and the Caribbean to design sound policies, manage resources efficiently, enforce rules impartially, and deliver high-quality public services. State effectiveness is described as essential for promoting economic growth, reducing inequality, strengthening climate resilience, and rebuilding citizen trust. Yet, the region has experienced declines in government effectiveness, rule of law, and institutional performance. The report identifies four strategic areas to strengthen state effectiveness: (1) resource generation and allocation, addressing weak fiscal capacity, budget rigidities, and fragmented planning; (2) public administration management, enhancing civil service professionalism, digital transformation, procurement systems, asset management, and data quality; (3) adaptive regulatory frameworks, promoting evidence-based rulemaking, administrative simplification, and greater regulatory coherence; and (4) oversight, compliance, and enforcement, improving transparency, integrity systems, auditing capacity, anti-corruption mechanisms, and access to justice. The IDB positions itself as a strategic partner for governments, offering financial instruments, technical assistance, and policy guidance to strengthen institutional capacity at both central and subnational levels.
