abstract = {This guide provides a comprehensive framework for developing emergency plans in public buildings, with the aim of strengthening resilience and disaster risk management in Latin America and the Caribbean. The document addresses the importance of identifying threats and assessing the structural, functional, and social vulnerabilities of buildings. It also details the essential components of an emergency plan: diagnosis of needs and capacities; institutional and local governance; allocation of financial, human, and technical resources; and definition of action and contingency plans. Finally, to support the work of the teams responsible for developing these plans, the guide describes the complete procedure for their development, includes a checklist to validate their quality, and proposes terms of reference to facilitate the hiring of professionals responsible for their development or technical updating.},
