abstract = {As part of its 2018-2019 annual work program, the Office of Evaluation and Oversight (OVE) of the Inter-American Development Bank (IDB) has evaluated the Country Program with Costa Rica 2015-2018. This is OVEs fifth independent evaluation of the Banks program with Costa Rica. Costa Rica has a stable political environment, has enjoyed solid growth and moderate inflation, and aspires to join the group of the worlds most developed countries. This evaluation serves as input for the new country strategy that the IDB and IDB Invest are currently preparing.},
