abstract = {The purpose of this Technical Note is to identify the main obstacles to logistics performance in Latin America and the Caribbean (the Region) and  to  offer  an  agenda  for  action. The note includes a didactic presentation of the conceptual  foundations  of  freight  logistics  for those interested in the formulation of public policies across the diverse areas covered by this topic. The  document studies the relative  position  of Latin  America¿s  logistics  performance by reviewing the main available indicators and analyzing the probable causes of the performance gap  between the  Region  and  other  countries.  The study¿s methodology includes: an in¿depth review  of  the  most  critical  components  that contribute to the  weak regional  performance, and  an examination of documents that  assess the  logistics  situation  of  10  countries  in  the Region.  Based  on  the  results,  a  public policy agenda is formulated, to improve the Region's performance and identify country clusters with different requirements.},
